Under the direction of the Motor Carrier Specialist (MCS) III, plans, organizes, and directs the work of field MCS-Is. Observe terminal and carrier inspections conducted by MCS-Is to evaluate proficiency, knowledge, professional conduct, and degree of competency in applying and explaining appropriate state and federal rules and regulations. Supervise and evaluate work performance of MCS-Is, maintain discipline, and recommend or take appropriate action as required in personnel matters. Review reports and prepare correspondence relating to: weekly field activities, safety compliance, vehicle inspection, carrier terminal and profile reports, motor carrier complaint investigations, and vehicle collision inspection reports. Assign and monitor MCS-I geographical areas of responsibility to ensure balanced workload distribution; monitor field inspection and investigation activities to evaluate the effectiveness of mandated programs; recommend changes as needed. Conduct ongoing field training and evaluation for MCS-Is on a one to one basis and as an instructor at departmental in-service classes. Participate in transportation industry safety programs and driver safety meetings to advise and assist in developing programs for the selection, training, and supervision of drivers, vehicle inspection, maintenance, operational and hazardous materials handling practices. Establish liaison with Area Commanders, Court Officers, and local district attorneys to provide technical information regarding motor carrier regulations. Assume the duties of the MCS-III as needed. Testify in proceedings before the courts or transportation regulatory agencies regarding vehicle equipment, maintenance practices, driver record requirements, and hazardous materials regulations. Review and recommend necessary changes to the California Vehicle Code or California Code of Regulations. Assist in preparation of the Unit’s Command Management Plan and Budget.
